Lecture Abstract :

After a decrease in the 2000s, pirates and sea muggers are back in the Malacca Straits in spite of the various counter-measures taken by littoral states to fight against these irreducible transnational criminals.

Who are they ? What can be done in the near future to secure the Sea Lanes of Communication ? To address these key issues, RSIS and the French Embassy have invited two speakers who will share their perspectives and views based on their work in Singapore, Indonesia and France, in regional agencies and on the field.

About the Speaker :

Dr Eric Frécon is assistant professor at the French Naval Academy. He is also the coordinator of the Observatory on Southeast Asia within Asia Centre, in Paris, and a member of the European Union committee of the Council for Security Cooperation in Asia Pacific. Previously, he served as a research fellow at the S. Rajaratnam School of International Studies (RSIS) in Singapore. He completed his Ph.D. at Sciences Po, in Paris. His last book is entitled Chez les pirates d’Indonésie (Among the Indonesian Pirates), Paris : Fayard, 2011. He is currently a visiting fellow at RSIS, within the Maritime Security Programme.

Commander François Ceccaldi graduated from the French Naval Academy in 2000 and then specialized in Anti-Submarine Warfare. He has served in several operational positions on board destroyers, in particular as Principal warfare officer and operations officer. He has commanded a patrol boat in the Indian Ocean. Since August 2013, Commander François CECCALDI serves as a liaison officer both to the Information Fusion Centre, and to the Regional Humanitarian Assistance and Disaster Relief (HADR) Coordination Centre.

 

 

La piraterie au fil de l'histoire


Aux confins de l’histoire, de la géographie, de l’économie et de la diplomatie, la mer subit une criminalité qui lui est particulière, dont l’illustration la plus visible est la piraterie.
Depuis les années 1990, elle a resurgi dans les statistiques mondiales alors qu’elle semblait reléguée à des temps archaïques, à un passé révolu de la marine à voiles et de l’île de la Tortue, réduite à hanter les romans et les films d’aventure.

Le présent ouvrage dresse un état des lieux sur les principaux foyers actuels de la piraterie maritime, ces nouveaux avatars d’un phénomène immémorial et intemporel, tout en interrogeant l’Histoire universelle, de l’Antiquité à nos jours, pour appréhender les réussites et les échecs des pratiques piratiques, les facteurs favorisant leurs émergences, la réalité des menaces qu’elles font peser sur la liberté des mers et les moyens de lutte mis en œuvre par les États pour les éradiquer ou les contenir à un niveau supportable, le tout avec en arrière-plan la figure symbolique du pirate, chantre de tous les contre-pouvoirs.
